Note that the Toolkit consists of a framework of standards and enabling processes which may be implemented in a
consistent manner by Trusts and their suppliers. It is not intended to prescribe a single physical technology or to
describe technical installation details.

The NHS Interoperability Toolkit (ITK) Specifications, based on HL7 version 2 and version 3, are able to be freely distributed within NHS organisations for the purpose of defining and communicating the requirements of system integration

NHS organisations will not be required to individually obtain license or membership of HL7 or its affiliate for use
of these specifications in this context, however should an NHS organisation develop solutions internally based on HL7 IP then memebership will be required.

Vendors using the specifications are required to have purchased a license to use HL7 IP or to be an organisational
member in good standing of HL7 UK.
